A very strange document.

FM 30-31b

From http://cryptome.org/fm30-31b/FM30-31B.htm

"There may be times when Host Country Governments show passivity or indecision in the face of communist subversion and according to the interpretation of the US secret services do not react with sufficient effectiveness. Most often such situations come about when the revolutionaries temporarily renounce the use of force and thus hope to gain an advantage, as the leaders of the host country wrongly consider the situation to be secure. US army intelligence must have the means of launching special operations which will convince Host Country Governments and public opinion of the reality of the insurgent danger."

"To this end, US Army intelligence should seek to penetrate the insurgency by means or agents or special assignment, with the task of forming special action groups amongst more radical elements of the insurgency. When the kind of situation envisaged above arises, these groups, acting under US Army intelligence control, should be used to launch violent or nonviolent actions according to the nature of the case. Such actions could include those described in FM 30-31 as characterising Phases II and III of insurgency."

Could a "more radical element" include the Al Quaeda franchise in these post cold war times? No..... surely not.

Perhaps this document is just a KGB forgery?

  • A prickly subject.... how deep does the rabbit hole go?

Yeah it's difficult to know whether this is a fabrication or not, which is why I threw up the KGB reference to cast some doubts. Good "black" propaganda will be believable.

Reading this interview with Brzezinski, one senses there's some sort of Western karma being paid back.... after all, the US trained guys, who trained other guys, who trained other guys who now seem to be running amok.

"Q: And neither do you regret having supported the Islamic [integrisme], having given arms and advice to future terrorists?

Brzezinski: What is most important to the history of the world? The Taliban or the collapse of the Soviet empire? Some stirred-up Moslems or the liberation of Central Europe and the end of the cold war?"

And as you point out on your blog, do they have the means of effectively shutting down the monster they created if ties are closed?

Or is it a convenient excuse for a few more rules and regulations to wring out a bit more control?

Who knows? Maybe in twenty years we'll find out.
